This is also revenue/fiscal usage. This stamp was stuck on a document and cancelled in writing. This also has a violet/purple handstamp as a security mark, perhaps a cancel. Note that for a long time, British and Commonwealth stamps were inscribed "postage & revenue" and could be used either way. Even British stamps only inscribed "postage" were usable as revenue/fiscal stamps.

My Great Grandparents' wedding certificate has one of these stamps affixed.
