While struck on a stamp, it is not a cancel. More likely a privately produced and applied rubber stamp that could be bought at an office supply store for mailers to apply to their airmail mailings or a portion of an airmail event cachet. The lack of its being in a "postal" color of ink (i.e., not black or magenta), also points toward private application.
