I have the following stamp can not identify it and I notice that it has a liverpool cancellation. Please advice. Mara

It's from Iraq,probably a revenue stamp.

Could it be a consulate used stamp, being used inside England? Or just an overzealous postmans or postmasters receiver hammer strike.

Countries have consulates in places other than capital cities, where their embassy would be based. These would usually be for commercial purposes. So Iraq may have had a consulate in Liverpool in the past - it currently has one in Manchester.
