This marking was used for registered mail, sometimes as a cancel, sometimes just as a marking. The style is common enough to be from any of a number of cities.
I assume that you know that 13 cents was the combined 3 cents postage and 10 cents registration fee. Which was why such an apparently odd value stamp was issued. As others have said the R is a common registration cancel.
