Id appreciate some help identifying this banknote (I think) stamp. I am checking Scott 134-221 and I cannot find a blue 3c washington. Can anyone give me an idea of what this stamp is? Thanks.

A changling probably due to poor storage/environmental issues.

fhunter, appears to be a fairly common 207. If your stamp is unused, the catalog value is around $15; meaning the stamp you posted would sell for $3-6, just in round numbers. If used, $.30 or so.

Thanks for your help. I believe you guys are 100% correct in that it is color shifting.

It looks like a Scott 184 not 207.
