Can someone tell me how many presentation sets were printed for delegates to the 1897 UPC Congress in Washington, DC? I believe 125 sets were prepared for the general issues (264S - 278S), special delivery (E5S) and postage dues (J38S - J44S). Is that correct? I'm told, however, that only 85 sets were printed of the newspaper and periodicals (PR114S - PR125S). Is that also correct? If so, anybody know the reason?
