Need Information On A Cancelled Stamp

Looks like this stamp has more than one cancellation. The one in red looks unusual to me. Any additional information about it would be appreciated.

Looks like a part of a normal boxed hammer cancel in black. And a hand stamp in red appears to have regt - regestered? as it was processed by someone, as well as another oval shape cancellation at bottom.
