I looked this up and they were authorised "for use during a temporary shortage of certain values" (from Lowe's Asia volume)

The stamp in the OP wasn't in Lowe's list but those that were are stated to be "of considerable rarity"

louise411 their are all kinds of ways to collect. it makes no difference if its muddy shoes or dead fish.
the value of any item or cover, weather common or rare is only what the purchaser is willing to pay, or the profit that a buyer hopes to get on resale. weather an item is in good condition and common or scarce and damaged, collect what you will, spend what you want and respect that others have differing standards. new and old alike should avail themselves to learn about the areas they are interested in.

Peace. I agree that all should be polite. And, if my little joke about the muddy shoe struck anyone as dismissive then please accept my humble apolegy. As I tried to say, people collect all kinds of things and I respect that totally. And, some of the revenue stamps are just fascinating
and I have a few in my BOB. And, enjoy looking at them and I will, gradually learn more about them. I thank you all for your kind words.

Your original post is correct, i.e. it sold for $1 million Singapore dollars. See link to Spink below:

But if you include the add-on costs - buyers premium (20%?), sales tax, postage costs etc, then the final cost might indeed be closer to $1 million US dollars

Noob question - what is the significance of the cover such that it sold for so much? Or is it just 2-3 bidders fighting out amongst themselves for a cover for inclusion in their exhibits?

The description pretty much explains it:
One of the most important covers not only of the Straits Settlements but also of Indian philately. The only known example of a bisected use of the India 1854 lithographed issue.
