"Over-Printed" French Stamp, Help!!

Hello,
I found this stamp in my French collection and for the first time actually looked at the words printed over it. In notice that 4 Marks is old German currency and Flugpost means airmail- but does anyone know what memel is/means and have any info on this stamp?

Memel was a German territory occupied by France after WWI. It is now part of Lithuania.
