Please help with an ID for this Chinese stamp. It is Scott type A62, but it has an overprint that I cannot identify. Maybe it's some sort of revenue, but I can't figure it out. Thanks!

It looks like one of the postal savings type of ovpt's. Yours has the characters in
an arc,others are in a square form.They exist in different provinces.Which one I do not know.
