The 1908-1922 Regular Issues Washington/Franklin series of stamps are challenging to identify. They were issued in the billions and over a long period of time often with small production variations such as watermarks and perforation changes. Some of these are difficult to determine even with stamp in hand never mind from an image. There are less common varieties although the odds of finding the really rare ones are longer than winning a mega lottery. `

Part of the fun of stamp collecting is learning how to ID stamps, the Stamp Smarter website has a large amount of information which will give you the knowledge to ID these stamps.

There is also a good How To section

And an illustrated Glossary when you run into unknow terminology

Well, have you determined the perfortions and does it have a watermark ?
You do not need to measure the size of anything - that does not mean a thing. Do you own a perforation gauge ?

The back of the stamp can actually help you on identifying this one. Can you scan the back and post it here?

Where are you learning that you need to measure the stamp? Almost without exception, folks who come here wanting to ID a stamp are trying to measure it. You only need to measure the design on a couple of varieties AFTER you have checked watermarks, perforations, and basic design of the stamp. Wherever this advice is coming from is causing tons of confusion for new collectors. Please tell us.
