Interesting dilemma. This is a USA 634, but it clearly shows the imperfect pair side. Can this be called a 634c or not? Scott also doesn't list 634c as Used. (another dilemma perhaps?)
It looks like a single from 634d, the booklet pane. Each stamp from a booklet pane would have a straight edge on the right or left side, or possibly right or left AND bottom. The only way one could have 634c is with a horizontal pair.
