They are postal stationary cutouts. I have absolutely no idea what double lines you are referencing.

Those are cut out pieces of postal stationery - is that what you are asking ?

Several dies were used to emboss these envelopes. They fall into two broad groups within the specialized postal stationery listings:
"A Type" - single line under "postage", and
"B Type" - double line under "postage".
There are also several forgery types.
It would be helpful to have 2 hi-resolution scans posted showing the individual details of each better.

Cut-to-shape postal stationery is damaged postal stationery.
