This Turkey 95 stamp looks like it may be an Overprint considering what other overprints look like from there but I cannot find it in the catalog so maybe it is just a scribble?

With the overprint, this is a newspaper stamp. When using Scott and seeing an overprint you can't find right away, go to the back-of-the-book issues of the same time period.

#79 in Michel catalogue,which doesn't list newspaper stamps separately.
The overprint means "printed matter".
