Info On Mismatched Block Of 4 Cuban Stamps

I came across this possible oddity in an old album and was wondering if this was a mistake or done intentionally. It looks like it was supposed to have been cut on the green mark.

I was able to find that these stamps were issued at the same time so wasn't sure if they might have been printed on the same larger sheet of paper and then just mis-cut. Right next to this block in the album is a regular block of 4 'Montanoso' so it seemed that one of them might be the odd one out.

The telegraph stamp was likewise just hinged right into the free-space before the airmails

Any info or thoughts on this would be appreciated!

This set of twenty-three was available for three days in 1937. I presume that, as you suggest, each of the two values, which are the same colour in all cases (there's only one 25c value), was printed in the same sheet, then cut at the post office.
