Israel Tab Values Are Confusing

I'm confused by the listings in the Scott catalog. sometimes they say "with tabs" sometimes list set numbers like this "#100-103 with tabs". I assume that when they list the set numbers, the value is for the whole set. But when they just say "with tabs", is the value for each stamp or is it for the whole set?

With the numbers specified, you're looking at an old style of listing that hasn't been updated. Since it reads tabs and noted at the end of the set, it has to be the set that's being described.
