In the link, there are two stationaries, one of which has a sword missing. Can anyone tell whether

1. the one with the error has been withdrawn or remained unissued
2. When the corrected one has been issued
3. What the topic of the stationary is ?

Date of issue of the corrected one is (according to Russian Philatelic Service) 2019,May 23rd
This card is about "80 years of Main Center of Courier Communications"
Don't know about the withdrawal conditions of the one with the error.
