They are 2 different stamps. The one on the left is from the normal definitive set ((SG 352), and the one on the right is a coil stamp (SG 372). There were 4 coil stamps issued (1c, 2c, 5c and 10c), all of which had a change in colours from the corresponding definitive issues.
Here's the 2c, sheet stamp at left, coil at right: "perfect" perfs seem to be the norm for these coil stamps, rather than having trimmed perfs or just leaving straight edges in the first place.
