Well, not a forgery, but this is a reprint and (probably) printers waste. The reprints have vignettes with heavier shading lines (and I think heavier shading in the frames) and the color is a strong black rather than gray black.
Have a bunch of this Scott unlisted set, with apparently some originals and reprints. Selected a few so folks can see how they look side by side, can see the differences mentioned by hy-brasil and rod222. Not so clear in the scan, but paper is definitely whiter on the reprints.
