It's called CTO. Cancelled to order. Quite common in Europe. They are not "fake" perse, but not postally used either. A collector has to decide if they are interested in collecting these or not.

Yes, CTO, but (I think) done by hand and not printed. This is fairly common with this issue and also other Wurttemburg officials. Michel has a note about these at the head of the officials section and even illustrates this cancel. The CTO set is worth a few dollars retail, a postally used set much more. Scott only prices CTO/favor cancels, done in italics.
Here is another C.T.O. from Wurttemberg. This 50pf. stamp is from the last "government officials" set issued on March 25, 1920. It is a "last day" (March 31, 1920) cancel from this obviously philatelic set which was postally valid for only 7 days!
