The Smallest Stamp Issuing Entity By Population

Yesterday I received my December issue of The American Philatelist (monthly journal of the American Philatelic Society for those not familiar with it). In this issue, the last article, a regular feature called Worldwide in a Nutshell, is about the Caribbean Netherlands. They are part of what was once called the Netherlands Antilles, which consisted of six islands. The three larger islands are now separate countries: Aruba, Curacao and Sint Maarten, and the three smaller islands: Bonaire, St. Eustatius and Saba are what are known as "special municipalities" with a governor appointed by the King. Each of the three issues its own stamps, although all three are also inscribed "Caribisch Nederland." Saba has the smallest population of the three, only 1,900 people, and it made me wonder if this is the smallest stamp issuing entity by population in the world today. I think that the various Antarctic agencies that issue stamps do not count since they really don't have a permanent resident population, and there is really no on-site government, so, does anyone know of a stamp issuing entity with a smaller population than Saba's?

Wikipedia lists Pitcairn Islands' estimated 2019 population at 50.

South Sandwich Islands (Falklands dependency) currently has about 30 residents which are not permanent. Similar numbers exist for other Antarctic areas that just have scientific stations. Hutt River Principality has 23 (2013). The Sealand number might be smaller still as even the monarch doesn't live there full time.

Somebody may still come up with an actual entity with zero population as stamps have always been used to stake claims on lands.

Off topic but I have to say that Saba is one of the most charming places I have ever been to. The people are incredibly gracious. The flowers are stunning. The landscape is breathtaking. No beaches if that is your thing but there is an amazing caldera you can hike into with its own tropical microclimate and perpetual cloud cover nourishing the vegetation. It is an unforgettable place and when I saw it's name in this post it brought back good and vivid memories. Thank you.

How about United Nations? Population: 0. The ambassadors & staffs and employees are citizens of their respective countries.

This is probably not the smallest, but might be one of the least known. They did issue stamps; there was an article fairly recently about it in the London Philatelist.

Lundy's stamps are not recognized by the UPU so they are basically locals or cinderellas. Pitcairn has a permanent population of 35 and produces stamps that are accepted in the international mails.
