What do you want to know? It's an envelope from Glasgow to New Jersey with 5d-worth of ordinary Queen Victoria "Jubilee" postage stamps. British stamps included the words "postage and revenue" because they could be used for either postal or fiscal purposes.

Pretty typical usage at the time, though the rate might have been 2 1/2d (equivalent to 5 cents US) making yours a double weight letter. The rough opening at right and the creases around the edges mean that the value is more likely in the contents (if they exist) than in the cover itself.

Glasgow Postmark Code 26 (New discovery for the database)
Time at Top
Similar to Glasgow code 15 (Double arcs begin at the middle of date)
Usage 13th April 1896 to 20th April 1899

No2 on cover suggests the sender, mailed the second, of 2 letters, to Miss Sallie Potts.

Can you explain a little more about new discovery to the database dont understand please advice if this is a new discovery?

It is a new discovery for the online GB postmark database.
(The largest database online)
Your Postmark (Code 26) is not listed.
A similar Pmk with Code 15 is from a similar time frame.
Value is for the information, if you are chasing money from Philately, then
it will be probably worth 25c
Postmarks (new discoveries) are being listed circa 100 per week if I recall.
