That is a propaganda label from Russian White Army (1919) with a picture of General Mai-Majevsky

It's not "a postal stamp". As Vayolene, correctely pointed it's a "propaganda label" also known as "cinderella" or "poster stamp". You cannot pay for anything's postage with it.
You can see many (not this one!)on the "Cinderellas" chapter of this forum.

In fact, these are bogus cinderellas printed somewhere in France or Italy at the time when interest in the Russian affairs was at its peak. They just use popular names of the anti-bolshevik movement (the so-called "Whites") leaders and propaganda slogans related to them, to imitate genius stamps.

They are abundant with absolutely silly spelling errors that no one Russian speaking person (even if he/she is not so much educated) would have made, including misspelling of the so-called white (not tsarist) generals (like Delikil instead of correct Denikin).

Pretty sure that this is a second language/translation/spellcheck misstep and vicaf60 meant 'genuine' but it gave me a laugh to start the day with!
