Heart shaped stamps would have me think the Indian state of Jhind.
Albeit, those have an "R" in the design
Other than that, no idea, unless a poor forgery.

Hi Rod, I ran a Google search of the image and it does come up including a blue copy but I couldn't find any further info when I clicked the links

You can search here at SCF for Jhind / Jind,
Our member Tony Mac had a wonderful series of Indian States,
all ruined by Photobucket.

I've found a copy on ebay,apparently its 1900, 12an although the copy shown is mint, I'm unable to post a link to it, thanks for another solved mystery.

It should be noted that it is a Jhind revenue stamp circa 1900.And yes ,it should be pointed down.The seller is asking way way to much for it;looks like a reprint.

Never seen a Jind Revenue stamp in all my travels.
