These are Turkish stamps from 1909. The 10 para blue green (Scott 152) also comes with an overprint (Scott 162). The overprint is Turkish for the letter "B" and looks like an elongated "C" on its back with a dot underneath. The Albanian overprint occurs only on the non-overprinted variety (Scott 5). I believe the OP thinks he has Albania Scott #2, that has the additional overprint, but it is on a different Turkish stamp from 1908, either Scott 133 without overprint or Scott 142 with overprint. The difference between these Turkish stamps has to do with the size of the tughra and the inscription below the tughra. I will try and post pictures tomorrow.

Nicely spotted Willwood !
I see, the stamp is a Turkey type A21
The corollory is it can only be Albania Sc#7 or 15
Neither has the "discount" overprint

Hence "the second pre stamp" as said by the OP

The Double headed eagle looks forged to me also

Pardon the image quality, these are from a cellphone and not a scanner
This is Turkish stamp Scott 133, stamp of 1908 no overprint
There is no Albanian overprint on this stamp

This is Turkish stamp Scott 142, stamp of 1908 with overprint
With the Albanian overprint it is Scott #2. The OP thinks he has this stamp but he does not

This is Turkish stamp Scott 152, stamp of 1909. With the Albanian overprint it is Scott #5. This is the stamp the OP has

Turkish stamp Scott 162 with overprint. The Albanian overprint does not occur on this stamp

Note the difference in size of the Tughra and inscription between the first two stamps and the last two

Willwood the stamp is a 1 Piaster not a 10 para.

Further it can only be Albania Sc#15 c $1,500
as the stamp is "Bright Blue" not Ultramarine

Okay I got confused, my eyes said 1 piastre and my brain said 10 para. So ignore all I wrote about A19 vs A21, as the Albanian overprint on a 1 piastre is only on an A21 Turkish stamp. Rod is right and it can be either Albania Scott #7 or #15. I am not sure now why the original poster thought there had to be a Turkish overprint on this stamp.

Can only be the Sc#15 (Bright Blue) (If it had the "discount" overprint.)

Here is an overprint 20 para on Sc#6
(I have no idea if this is genuine either)
The overprints need a specialist.

Actually, you can pretty much assume all of these you see are forgeries, and only be wrong a very few times. :)
