Any Help On Identifying Postal Stationary And Washington Stamps Would Be Hugely Appreciated

Hey guys,

I am a new collector and have gone through identifying a bunch of stamps, but I am stuck on these older ones and postal stationary. I have spent days scouring the web, but haven't yet managed an ID and I'm starting to feel my brain melting. Any advice would be hugely appreciated. I have taken some high res photos of the stationary/stamps in question.
