Look, I am no expert on Canadian stamps, let alone American stamps.
Was looking at Ralph's re-entries.com site and came across this articular..

Are these a mistake or a norm on sheets for these stamps..?

For those interested in learning more about this variety there is a five part series of articles written by Kevin G. Lowther. The first article entitled:
The 1917 "Red Error", Part I: What Actually Caused the BEP's "Blunder"? - starting with the February 2012 Issue of US Specialist which can be found on the website USStamps.org. Issues prior to 2018 are available to anyone.

This is a well-known mistake, and these stamps have added value now to collectors. The mistake has been extensively discussed in stamp publications for generations. Catalogues also note this.
