These are supposed to be test labels from Thailand.

Can anyone provide a translation of the text, year of use, and so on?

Government official test statistics stamp
Official Stamps (Statistical Stamps) are stamps issued by the Post and Telegraph Department in order to test the amount of mail sent between government agencies. The period of use is 4 months, 1 October 1963 - 31 January 1964. This stamp was designed by Mr. Chao Thongma.
