Nova 'Spiral Net' Cancel 2019

I searched for info on this cancel but was unable to get any results with the search terms I used. Through last Christmas I saw a good number of these cancels on my mail, but this is the only one I remember seeing in 2019. Has anyone else seen this from NOVA 220, or from any other sources? I think this might have been a USPS test program but I am not sure. Any information is appreciated.

Thank you for the link, Ciletaliph. Apparently the test is still in process. It makes me wonder what the criteria for success are.
