New 10 Oz 1/2 Inch Postal Rule

A 6x9 envelope weighing 8 ounces was returned to me with this customer notice (an error that was corrected when I went to the post office. It seems to indicate that envelopes weighing more than 10 ounces and more 1/2 inch thick with stamps need to be brought into the Post Office, replacing the 13 OZ rule. The post office I went to was not aware of the change. Does anybody have a postal bulletin or article about this?

How to mail a package
Consumers who opt to use postage stamps to mail packages, or other items, weighing more than 10 ounces and/or more than one-half inch thick must conduct their transactions at a Post Office retail counter. Consumers can also take advantage of Postal Service self-service kiosks to purchase postage labels and drop those packages into the package slots, not mail slots, at a Post Office. If a restricted package or mail piece is found in a collection box, mail chute or lobby mail slot after Oct. 1 it will be returned to the sender with a Customer Return Label attached explaining the restrictions and reason for return.

I think this was discussed on an earlier thread. I trust that this particular idea will remain confined to the US. Most of what I send out goes into the postbox, including "large letters" and items with a customs declaration (the declaration can be printed out from the Royal Mail website). Another group of items too large for the postbox is handed to the man on the non-PO till in the corner shop where the PO counter is now situated. The only time I queue for PO services is to send tracked/signed for items. I still don't understand the USPS's rationale.

I am gonna GUESS that what we are looking at is an evolving answer to the question:

How much TATP does it take to turn the sides of a collection box into shrapnel?

Or, you know, something similar.

Solid waste-paper bins disappeared from London railway stations in the 1980s for that reason. Someone's going to have to adjust a lot of red pillar-boxes if we follow suit, given that the malefactor's small parcel doesn't actually have to be delivered ...

This change came about in large part because of the mail bombs sent by Cesar Sayoc in 2018 to various politicians.
