I ask the above because at least two of these sellers have a Scott 112 b offered for sale at ridiculous discounts from catalog value. Honestly, I never understand anyone offering for sale an item that clearly should not be offered without a cert, at least for stamp ID and no matter how old the cert is.
bank-notes and og_stamps certainly are. The term "cartel" is a little misleading - it's the same seller (one Philip Ryle, currently an involuntary guest of Her Majesty's Government, I believe) using different id's.
Yes, they are cartel IDs. Philip Ryle, the brains (insert sarcasm font) behind it all is currently still in prison for major tax fraud. That has not stopped some of the ebay accounts from continuing on. And ebay continues to not give a flying hoot. But that has been hashed out on the forum ad nauseum.
