This is for a friend, he is wondering Where this comes from, What type of stamp is this, and a rough idea of value.

My uneducated guess would be China, though not regular postage. Possibly local postage or a revenue stamp.
I also think you need to rotate the image 90º counter clockwise. I believe its on its side.

I asked a friend who was born in China and she then asked her brother who speaks and reads Chinese, they both thought that this stamp is a "Chop" a receipt marking that a bill has been paid.
