Just to clarify, they are China revenues issued beginning in 1916, not Manchukuo (formed 1932). Hence, the website posted refers to them as Pre-Manchukuo revenues. The webpage title "Manchurian Great Wall Revenue Stamps prior to the formation of Manchukuo - Moukden, Mukden, Fengtien, Kirin, Heilungkiang." refers to the focus of the webpage on usage of those revenue stamps in the regions which later became part of Manchukuo. The non-overprinted Great Wall revenues were national issues that were used in regions not limited to those areas.
