On the 4c rate cover, the 1c stamp pays the carrier fee "to the mails" in NYC. The 3c stamp pays the standard single letter rate.

Another stampless cover from Ohio as a tightly folded up handwritten document dated February 12, 1854. An interesting letter of pre Civil War times from a teenage schoolgirl to her married sister who had moved to Iowa.
