Does anyone know what this stamp is for?

That appears to be a portrait of King Amadeo from the 1870s. The stamp has a "remainder" bar cancellation, but what is it?

Any help is appreciated.

This a unissued project of stamp ( there are some colors). Listed on Special Edifil catalog as "no emitidos" (unissued). Nice, but common, as there were many reminders left after Amadeo I abdication in 1871.
