Modern US Printing Error? Scott# 5062 "Forevef"

I happened to notice this stamp was missing part of last R in FOREVER, and wondered if this is a plate flaw or printing error or something. You can still see a faint trace of the rest of the letter though. Maybe it's nothing, but it certainly is noticeable. Maybe an EFO or something? Has this been noticed by anyone else?

The smudgy appearance would, to my mind, rule out a plate fault or inking problem.

I vote for post-press (and most likely post-post-office) damage.

And just below it in the design the line is much the same. As a matter of fact I think I see a yellow/greenish mark just to the left of the star and running downwards probably across those blurred items. Looks though maybe something rubbed across the face of that stamp.
