I don't see anything in the book but would this be a re-entry in the bottom right corner?

If you are referring to the extra arc of color bottom right corner, it is not a re-entry. It is part of the stamp design and should show on all copies of the stamp.

Mike is correct...The re-entry is associated on the Scott 164 is doubling of the bottom frame line.
