Is this an error or misprint for the stamp?

Looks like someone or something has been messing about with the phosphor bands.

Neither. You see this on more stamps that have a dark colour. It also tends to occur on the decimal 1˝p.

The soaking process (removing the envelope cuttings from used stamps) seems to cause this change to the phosphor coating.
