In my Scott ed.2009 ,this stamp (Lake Wakatipu) is unwatermarked.

Further, the 1902-07 issue that rod notes is often recognizable by its very poorly punched perforations as yours has. The earlier 1898 unwatermarked series may be rough in places but tends to be more cleanly punched.
