Help Identifying If Stamp Or Not

I recently purchased a lot of mixed worldwide stamps and there is one I received that I am completely unsure of. It has no numbers or letters to search for in Google so I am lost. Does anyone know what this is and if it is indeed a stamp or not?

Hi Kendra,

I believe it's a Turkish telegraph seal, possibly used by the Istanbul army censor.

Telegraph seal.
Should measure 47mm across the red design.

Nice stamp! seal, envious.
