Turkey 1924 Star & Crescent Postal Forgery?

Hi, going through my Star & Crescent issue today I was reminded of this questionable one: a 7.5pia second printing (Perf 10.75, Scott 614b, Isfila 1145) that is printed much cruder tan any others I have from this issue. So crude I wonder if it could be a postal forgery, or some kind of reprint?

Shown at right, with several "normal" ones from same printing. Thanks for any help.
