Partime is correct..Now the line on the "0" of "10" is probably what I used to come across when I was a printer..Ink fling, or as we used to call a "tail"..See Scott 137 below.

Now we usually have cracks that are horizontal, but can be vertical if the stamp plate image is head left, or head right on the press.
Here is a couple examples of hairlines..
