I am trying to see if this certificate is still correct. My Scott catalogue says Scott 11 didn't have usage in 1853/4. 2000 cert.

The Scott Catalogue listings for #10 and #11 were revised to create #10, #10A, #11, #11A, sometime between 2005 and 2010. When your cert was issued #11A (earliest use October 1851) and #11 were the same catalog #11

To be clear, your cover has a pair of Scott 11As which at the time the certificate you have was issued were known as Scott 11. Earliest documented use of 11A is 1851.

So to answer your original post -- no your certificate is no longer correct.

Understand that the certificate is outdated. Wouldn't it be appropriate to say that instead of no longer correct, because the knowledge of the stamps has been improved to recognize the 11A. The posts above have provided the history.
