There are a lot of irregularities when it comes to accurate perforation measurements.
It has been accepted that literary information suggests that "rounding off" has become the normal.
There are many, many stamps out there that do not reflect the standard perforations.
Here is one example....Scott 167 King George V "Arch/Leaf" issue.
BOOK – 11.0 x 11.0
LAC – 11.0 x 11.0 {LAC= Library and Archives Canada}
Take a look at these 2 Scott 167 stamps for example.
I know a lot of you out there are not interested in perforation measurement adjustments, but it exists.
