This stamp was part of a collection I acquired, but unfortunately I do not have Scott catalog #5. Any info about his issue would be greatly appreciated.
Yes, Scott #19 or #19a, depending on color (scarlet or pale red). Issued April, 1871 to commemorate "20th anniversary of the first railway in South America linking Lima and Callao."
