Extremely easy to slip anything past the modern automation. Mail dropped in a blue letter box will be faced, cancelled, bar-coded, and trayed-up in delivery sequence order. It is unlikely to be caught by the facer/cancler. It will not be seen by human eyes until your carrier puts it in your mailbox - and the carrier is under time pressure and is looking only at the address. These are uncommon because the population is generally honest (and not often squirrelly to test the system).

That said, I think this one MAY have been caught and feebly marked with the "2 .43c" at upper left. There is no way to tell if the carrier took the time to collect.

Excellent point. Here is a image ("borrowed" from ebay), showing both sides of a similar booklet pane, differing in the bar code number, but the illustration is still valid. The large space-filling label was used for postage on the cover in the original post. Thus the large size and lack of postal value.
