Great Britain Queen Victoria A1 Identification Trouble

Hi, so I have a couple different red Queen Victoria stamps. The first one was easily identified as Scott #16 since is perf 14 on bluish paper and is re-engraved. The second, however, makes no sense. It is perf 16 on white paper, so that would initially seem to match Scott #18, but I don't believe it is re-engraved. The stamp on the left is re-engraved. Perhaps I'm missing something obvious.

Paper bluing varies greatly during the time these were in use. Perhaps a light blue paper instead of white? The aging could account for it not being as distinct as the other.

Yeah, I thought of that. Do you agree that the stamp on the right is not re-engraved?

I double checked the watermark and it is the small crown. Therefore, the stamp on the right can only be Scott #8 (assuming it is not re-engraved) as that is the only listing I can find for small crown and perforation 16.

The height of the stamp makes me wonder whether the perforations have been faked.
