Here is one of my Scott 428 stamps that have an odd missing leaf...Two are missing...See stamp below.

It looks like Pos.49 on the sheet...See below.


Close up of the oddity...Probably NOT a constant variety, unless collectors come up with 2-3 or more same oddity.
Any help appreciated...Close up below.

I do not have this plate block but looking round the web there is a lot on ebay that shows that this, as you suspected, is not constant.
