Is This A Consistent Plate Flaw On US Sc# 1387?

I have a couple of sheets of US Sc# 1387-90 where stamp #9 has a flaw in the sky that looks like an unintended cloud. It always appears in stamp #9 of plate # 31729 UL. I haven't seen it on any other plate numbers or positions. Does anyone have a plate # 31729 UL sheet that doesn't show the cloud in the sky? I'm trying to assess whether this was transient or a consistent flaw for this plate # and position.
