Canada Scott F2 + 37 - 2 Stamps On Cover - Not Really

Below is a L'Anse-à-Beaufils Quebec Aug.25.1892 registered "R" cancel.
Most collectors will look at this cover and see a F2 registered letter stamp and a Scott 37 Small Queen stamp.

Lets take another look at this so called regular cover {even though it is a hard to find cover]

Look very closely at the F2 registration stamp...There is a F2 registration stamp attached over another registration stamp...NEVER seen this before...Maybe the underlying stamp was not enough..???

Interesting - do you have a scan of the right side of the stamp to show the postmark. I am not sure if the top one is tied to the cover
